Admin Setup
Use this checklist if you are an organization administrator. You will install Spec Kit, subscribe, approve users, assign seats, and set org-level AI defaults so the team can work.
Prerequisites
- Azure DevOps organization administrator rights
- Ability to install marketplace extensions
- Billing access for Stripe checkout (subscription and credits)
What only admins can do

Members can authorize and use the hub only after access approval (when required) and an assigned seat.
Steps
1. Install the extension
- Open the Visual Studio Marketplace → Azure DevOps tab.
- Search for Raaghu Spec Kit → Get → select your organization → Install.
- Confirm under Organization settings → Extensions → Installed.

2. Open the billing hub
- In Azure DevOps, open Organization settings.
- In the left menu, select Raaghu Spec Kit.
You should see tabs: Subscription, Users, Credits, and Usage.
This billing hub is separate from the in-extension Settings dialog (hamburger menu), which is used for AI keys and command labels. Details: Organization Settings.
3. Subscribe and choose seats
- On Subscription, set the number of seats.
- Click Subscribe for $…/month and complete checkout (Professional Plan — $19 per seat / month).
- Confirm status shows Active.
New Marketplace installs include an 7-day free trial. After the trial, an Active paid subscription is required.

4. Approve access requests
- When users first authorize, they may submit an access request.
- Open Access Requests from the Spec Kit header.
- Approve or Deny each request.

5. Assign seats
- Open Organization settings → Raaghu Spec Kit → Users.
- Under Available to assign, click Assign seat for each person who should use Spec Kit.
- Assign a seat to yourself if you will use the hub.
Important: Approval alone is not enough — users also need an assigned seat.
6. Fund AI (optional but recommended)
- BYOK: In the Spec Kit hub, hamburger → Settings → Organization Settings tab — add shared provider credentials for projects that use Admin mode.
- Hosted AI: Top up credits on the billing hub Subscription tab, then enable Raaghu-hosted AI on the in-extension AI Settings tab. Set spending caps on the Credits tab if needed.
Naming tip: the in-extension Organization Settings tab is for shared AI keys. The Azure DevOps Organization settings → Raaghu Spec Kit hub is for billing and seats.
7. Smoke-test a project
- Open a project → Raaghu Spec Kit.
- Initialize Spec Kit once.
- Confirm chat can send a message (AI connected).
- Optionally run Your First Feature.
