Admin Setup

Use this checklist if you are an organization administrator. You will install Spec Kit, subscribe, approve users, assign seats, and set org-level AI defaults so the team can work.

Prerequisites

  • Azure DevOps organization administrator rights
  • Ability to install marketplace extensions
  • Billing access to pay by card (subscription and credits), or a license key issued to your organization

What only admins can do

TaskWhere
Install the extensionVisual Studio Marketplace — Raaghu Spec Kit
Start free trial, subscribe, activate license keys, adjust seats, add Raaghu AI credits, manage billingAzure DevOps → Organization settings → Extensions → Raaghu Spec Kit
Approve or reject first-time usersOrganization settings → Extensions → Raaghu Spec Kit → Users → Pending requests (approve also assigns a seat)
Assign or unassign seatsOrganization settings → Extensions → Raaghu Spec Kit → Users → Users
Set org AI connections and per-project AI permissionsOrganization settings → Extensions → Raaghu Spec Kit → AI Settings
Enable Raaghu AI or project AI for a project (after org permissions)Spec Kit menu → Settings → LLM Settings (organization admins and Project Administrators)

Members can authorize and use Spec Kit after access approval (when required). Approving a pending request also assigns a seat.

Steps

1. Install the extension

  1. Open the Raaghu Spec Kit listing on the Visual Studio Marketplace.
  2. Click Get → select your organization → Install.
  3. Confirm under Organization settings → Extensions → Installed.

Details: Installation and Launch.

2. Open the billing hub

  1. In Azure DevOps, open Organization settings.
  2. Under Extensions in the left menu, select Raaghu Spec Kit.

On Azure DevOps Server (on-premises), open the same hub from Collection settings → Extensions → Raaghu Spec Kit.

You should see tabs: Subscription, Users, AI Settings, and License Keys.

This page is in Azure DevOps Organization settings. It is not the same as the menu → Settings inside Spec Kit, which organization admins and Project Administrators use for project AI keys, Raaghu AI for the current project, and command labels. Org-wide connections live under AI Settings. Details: Organization Settings.

3. Start a trial, subscribe, or activate a license key

Choose one path on the billing hub:

  1. Free trial (recommended for new orgs): On Subscription, eligible organization admins see Choose Your Plan. Select Free Trial, then click Start Free Trial (up to 5 seats, no credit card required). Confirm the plan badge shows Free Trial and Subscription details lists Trial ends on.
  2. Paid subscription: On Choose Your Plan, select Paid, set seats, click Subscribe Now (or use Subscribe for $…/month when trial is not available), and pay by card ($9 per seat / month). If you have a promotion code, enter it when paying by card. Confirm status shows Active.
  3. License key: On License Keys, enter a key (RAAGHU-XXXX-XXXX-XXXX), preview it, then Confirm & activate. Subscription then shows a License key badge and Expires on.

After a trial ends, keep access by paying by card or activating a license key. If Choose Your Plan / Start Free Trial is missing, the org is not trial-eligible — pay by card or activate a license key instead.

See details in Organization Settings.

4. Approve access requests (assigns a seat)

  1. When users first authorize, they may submit an access request.
  2. Open Organization settings → Extensions → Raaghu Spec Kit → Users → Pending requests.
  3. Approve or Reject each request (or select multiple and use Approve selected). Confirm Approve and assign seat? — this grants access and assigns a seat together.
  4. To change seats later, open the Users sub-tab and use Assign / Unassign (or bulk Assign selected / Unassign selected). Assign a seat to yourself if you will use the hub.

Details: Access Requests.

The team needs at least one AI source before chat and Workflows can run. Use one or more of these:

  1. Organization AI — On AI Settings → Organization, click Add AI connection to add a shared Azure OpenAI, OpenAI, or Claude connection. On AI Settings → Project, open a project, turn on Use organization AI, and assign connections under Assign AI Services.
  2. Project AI — On AI Settings → Project, open a project and turn on Use project AI. A project admin can then add keys in Spec Kit menu → Settings → LLM Settings.
  3. Raaghu AI — On AI Settings → Project, turn on Use Raaghu AI. If you use Raaghu AI, add credits from Subscription or AI Settings → Raaghu AI Credits. Users then enable Raaghu AI in Settings → LLM Settings. Optional spending limits are on AI Settings → Raaghu AI Credits.

Azure DevOps Organization settings → Extensions → Raaghu Spec Kit is for billing, seats, and org-wide AI Settings. Inside Spec Kit, Settings is for the current project's AI toggle, Raaghu AI, and Commands Mapping.

6. Smoke-test a project

  1. Open a project → Raaghu Spec Kit.
  2. Initialize Spec Kit once.
  3. Confirm chat can send a message (AI connected).
  4. Optionally run Your First Feature.
