Admin Setup

Use this checklist if you are an organization administrator. You will install Spec Kit, subscribe, approve users, assign seats, and set org-level AI defaults so the team can work.

Prerequisites

  • Azure DevOps organization administrator rights
  • Ability to install marketplace extensions
  • Billing access for Stripe checkout (subscription and credits), or a license key issued to your organization

Members can authorize and use the hub only after access approval (when required) and an assigned seat.

Steps

1. Install the extension

  1. Open the Visual Studio MarketplaceAzure DevOps tab.
  2. Search for Raaghu Spec KitGet → select your organization → Install.
  3. Confirm under Organization settingsExtensionsInstalled.

2. Open the billing hub

  1. In Azure DevOps, open Organization settings.
  2. In the left menu, select Raaghu Spec Kit.

You should see tabs: Subscription, Users, LLM Connections, License Keys, and Credits.

This hub is separate from the in-extension Settings dialog (hamburger menu), which is used for project LLM keys, Raaghu AI for the current project, and command labels. Org-wide connections live under LLM Connections. Details: Organization Settings.

3. Start a trial, subscribe, or activate a license key

Choose one path on the billing hub:

  1. Free trial (recommended for new orgs): On Subscription, eligible tenant admins see Choose Your Plan. Select Free Trial, then click Start Free Trial (up to 5 seats, no credit card required). Confirm the plan badge shows Free trial and Trial summary lists Trial ends on.
  2. Paid subscription: On Choose Your Plan, select Paid, set seats, click Subscribe Now (or use Subscribe for $…/month when trial is not available), and complete checkout (Professional Plan — $9 per seat / month). If you have a promotion code, enter it on the Stripe checkout page. Confirm status shows Active.
  3. License key: On License Keys, enter a key (RAAGHU-XXXX-XXXX-XXXX), preview it, then Confirm & activate. Subscription then shows a License key badge and Expires on.

After a trial ends, keep access with paid checkout or a license key. If Choose Your Plan / Start Free Trial is missing, the org is not trial-eligible — use paid checkout or a license key instead.

4. Approve access requests

  1. When users first authorize, they may submit an access request.
  2. Open Access Requests from the Spec Kit header.
  3. Approve or Deny each request.

5. Assign seats

  1. Open Organization settingsRaaghu Spec KitUsers.
  2. Under Available to assign, click Assign seat for each person who should use Spec Kit.
  3. Assign a seat to yourself if you will use the hub.

Important: Approval alone is not enough — users also need an assigned seat.

  • Org BYOK: On the billing hub → LLM ConnectionsLLM, click + Add LLM to add shared provider credentials. On the Project sub-tab, assign connections and check Organization LLM for each project that should use them.
  • Project BYOK: On LLM Connections → Project, check Project LLM so users can turn on project keys in hamburger → SettingsLLM Settings.
  • Hosted AI: Top up credits on the Subscription tab. On LLM Connections → Project, check Raaghu AI for each project that should use credits. Users then enable Raaghu AI under Settings → LLM Settings. Set spending caps on the Credits tab if needed.

Naming tip: Azure DevOps Organization settings → Raaghu Spec Kit is for billing, seats, and LLM Connections. The in-extension Settings dialog is for the current project's LLM toggle, Raaghu AI, and Commands Mapping.

7. Smoke-test a project

  1. Open a project → Raaghu Spec Kit.
  2. Initialize Spec Kit once.
  3. Confirm chat can send a message (AI connected).
  4. Optionally run Your First Feature.
